El día 26 de febrero las diferentes Asociaciones que forman parte de la Federación Nacional de Centros Infantiles (FENACEIN) nos reunimos en el Congreso de los Diputados con los miembros de la Comisión de educación de los diferentes grupos parlamentarios. Las reuniones fueron presididas por los portavoces en la comisión:

Por el grupo parlamentario de Coalición Canaria, Ana Oramas González-Moro, por el grupo parlamentario Popular, Oscar Clavell López; por el Grupo Parlamentario Socialista, Mariluz Martinez Seijo; por el Grupo Parlamentario Ciudadanos, Marta Martín Llaguno y por el Grupo Parlamentario VOX, Joaquin Robles López.

Ante la inminente presentación de la LOMLOE, hemos presentado a todos los grupos los dos puntos que nos parecen básicos a nivel nacional que afecta a todas las Escuelas infantiles:

1.- UNIVERSALIDAD Y GRATUIDAD. Es algo que hemos oído repetir por parte de todos los partidos en las diferentes comunidades. Las cifras de alumnos escolarizados en centros autorizados de titularidad pública no llegan al 50% del total, quedando esta cifra muy alejada en muchas comunidades.

Conseguir esa universalidad y avanzar en la gratuidad de la escuela infantil de primer ciclo SOLO ES POSIBLE SI SE CUENTA CON LA OFERTA DE LAS ESCUELAS INFANTILES PRIVADAS AUTORIZADA DE PRIMER CICLO.

Es necesario crear la base adecuada Legislativa y económica para en un plazo corto se pueda conseguir el objetivo.

Por este motivo solicitamos que se modifique el articulo 15 de la Ley Orgánica 2/2006 de 3 de mayo en el sentido de dar cabida en la gratuidad a los centros públicos y privados, haciendo posible la firma de convenios en las diferentes comunidades.

Así mismo, desde la Federación y las Asociaciones que forman parte de ella, ofrecemos las plazas de nuestros centros como medio para alcanzar la universalidad y gratuidad de una manera rápida y con el menor coste posible para las arcas públicas.

2. GARANTIZAR UNA EDUCACION INFANTIL DE PRIMER CICLO.  La garantía de una educación infantil de calidad pasa por cumplir con unos requisitos mínimos establecidos y la concesión de una autorización administrativa, tal y como está contemplado en la legislación vigente. Los requisitos ya existen en las legislaciones autonómicas, pero no hay ningún reparo a que estos deriven de unos requisitos a nivel nacional si ello contribuye a controlar la oferta ilegal y no controlada, existente en la actualidad.

Que el primer ciclo de la educación infantil se imparta de forma completa en los centros es una forma de garantizar la calidad en la medida que permite cumplir los objetivos educativos que el ciclo tiene marcados.

La escolarización en los centros públicos, concertados o privados de niños de dos años no persigue el beneficio del niño, sino que intenta cubrir las vacantes escolares motivadas por el descenso de niños y en algunos, caso como son los centros concertados, coaccionar a los padres para garantizarles las plazas en el segundo ciclo.

Por este motivo, resulta imprescindible que se suprima el apartado 4 del artículo 15 de la Ley Orgánica 2/2006 de 3 de mayo para evitar un desarrollo incompleto del ciclo.

Seguiremos trabajando en esta línea conforme vayamos teniendo noticias de los cambios que se vayan proponiendo. Contribuiremos con nuestro trabajo, aportando iniciativas a los grupos parlamentarios que contribuyan a una redacción legislativa que nos tenga en cuenta o que sirvan para la elaboración de enmiendas que sirvan para corregir las situaciones que perjudiquen al sector de la educación infantil
